After the 2007 floods the following proposal was made on a BBC website, echoing the recent suggestion emailed by a Solihull engineer:

The people who should pay are the developers, builders and individual council members who have allowed these properties to be built on flood plains in the first place”.

The engineer suggested that before building on, above, below or next to flood prone sites, developers should be compelled to insure the properties they build.
